Guide to Electric Utility Federal and State Power Agencies

Electric utility federal and state power agencies help regulate and distribute power throughout the country; find out how they can work for you

By CJ Slovey

Federal and state electric utility agencies monitor and standardize our electricity consumption. Consumers, including businesses, should check resources at local, state and federal levels for information on electric power agencies and how their price regulations and policies differ.

Some important factors that agencies oversee are:
  1. Consumer pricing of electric power by state electric utility agencies
  2. Federal and state laws regulating electric power companies
  3. The proper distribution of electricity throughout the country at both a local and federal level

Action Steps
The best contacts and resources to help you get it done

Know how federal agencies help regulate electric utility companies

The federal government regulates wholesale electric prices and transmission lines that cross state lines, in addition to the licensing and operation of nuclear power plants.

I recommend: The Federal Energy Regulatory Commission (FERC) regulates interstate transmission of electric power, oil and natural gas. The Nuclear Regulatory Commission (NRC) oversees the nuclear programs of utilities.

Check out The U.S. Department of Energy for federal electric power agencies that service your region

The U.S. Department of Energy (DOE) has four independent agencies that are in charge of marketing and distributing resources to local electric utility companies in different parts of the country.

I recommend: For the Pacific Northwest, Bonneville Power Administration (BPA), located in Portland, Oregon, distributes to both public and private electric utility agencies. The Southeastern Power Administration (SEPA) markets to the states of West Virginia, Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, Kentucky and parts of Illinois. The state electric companies for Arkansas, Kansas, Louisiana, Missouri, Oklahoma and Texas get their power from The Southwestern Power Administration (SWPA).The last agency is Western Area Power Administration, which covers a 15-state region in the central and western part of the country.

Search sites that list state agencies for electrical utilities to find resources for your local area

State electric utility agencies can provide information on public and private electric companies in your immediate area.

I recommend: The Energy Information Administration (EIA) supports a list of state electric power agencies. The EIA also offers contact information on state electric utility agencies. With over 250 listings, The Utility Connection is a good site to get information on public owned state electric utility agencies. It also lists federal electric power agencies and other departments, like the department of water and power. The National Association of Regulatory Utility Commissioners (NARCU) is composed of state public service commissioners and regulates utilities such as the department of water and power to ensure consumers are charged a fair price for their utilities.

Tips & Tactics

Helpful advice for making the most of this Guide

  • •  With different choices of public and private electric utility agencies throughout most of the country, it is worthwhile to shop around for the best price on electricity.
  • •  State and federal electric utility agencies are also responsible for researching alternative power sources for electricity, such as solar or wind power.
