When a person or company buys a domain name, they are required to register their contact information with WHOIS. This information is kept in a public database and anyone can run a search to find the registration information associated with almost any domain name. Try out an IP WHOIS lookup
An IP address is essentially the virtual address at which a network is located. It is expressed using four different numbers, separated by dots, ranging from zero to 255 (i.e. 143.78.39.10).
