Guide to Government and Horse Racing

Adhering to horse racing government regulations

By Trisha Schulz

All bets are off if you don't comply with even one horse racing regulation at your race track. The same is true if you're a horse owner or investor with stock in the race. Each state's horse racing is generally regulated by a board or commission and rules vary from state to state.

That's why it's important that the government and horse racing stakeholders play a key role together in revising rules and doing their part to keep the process rolling. Doing so can be of benefit to everyone involved.

Consider the following horse racing and government information:

1. The job of a horse racing commissioner may include discussing changes to regulations, licensing and addressing other issues throughout the state.

2. A state horse racing board may also pursue legal action against unethical practices by horse trainers, track operators and others.

3. Your state's horse race commission has the goal of implementing high standards and integrity in horse racing and accompanied wagering.

Action Steps
The best contacts and resources to help you get it done

Become familiar with your state horse racing commission

It's a good idea to establish a good working relationship with your state racing commission members if you're a big player with a horse racing operation in the state. Not only can you push ideas that would benefit your operation, they can also seek information from you on issues in a free flow of communication.

I recommend: Find out more information about the role of the Maryland Racing Commission. The Pennsylvania Department of Agriculture website provides details on the horse racing commission, including an informational video, meetings and commission contacts.

Review state horse racing regulations

You don't want to wind up on the wrong side of the law. Make sure to keep up to date with changes in regulations and rules that affect your operation and cooperate fully with the horse racing board or commission in your state.

I recommend: The Illinois Department of Agriculture provides links to the actual law text for the Illinois Horse Racing Act of 1975 and Horse Racing False Entries Act. Print the entire rule book or search by article and rule number at the California Horse Racing Board website.

Submit a new horse racing license or renew an existing one

Although state licensing rules vary, most require that all involved in partnerships, corporations and even stable names be licensed. Other requirements including fees, certain insurance, even fingerprints may be needed to process the application.

I recommend: Review several different applications offered by Massachusetts Office of Consumer Affairs & Business Regulation. View licensing rules and fees, and then download the appropriate application from the Minnesota Racing Commission.

Helpful advice for making the most of this Guide

  • •  Just as a statute for horse racing affects local racing, there are also federal laws affecting intrastate wagering to keep in mind.
