Can viral marketing techniques be used before and after the launch of restaurant/bar start-ups to create a buzz? Any experiences on YouTube videos with viral marketing strategies?

1. Local SEO - Focus on building out your local SEO presence on Google. The more people that see you, the more potential customers you will receive.
2. Reputation Management - Getting good reviews and keeping the bad ones away is a crucial part of any customer-driven business. The more good reviews you can secure on popular sites like Yelp or Google, the more chances of success and customers. On the other hand, a few bad reviews can ruin them all. Managing how to get good reviews and keeping the bad ones away is vital.
3. PPC - Pay per click is a great tool to use if you have the marketing budget. What is a better way to get in front of potential clients if your advertising on the top of Google for popular keywords?

Because you are mentioning Youtube, I would go for local SEO and PPC on local or county with Adwords.
Local Citation and GBL are the most powerful weapon to create a viral effect of your videos.
As I said you must do the planning and some part of the work before the launching and when you will launch the bar.
