Can a U.S. citizen create a start-up in India?
As a U.S. citizen (currently with a valid Visa for business travel to India), am I allowed (per India's law) to establish a start-up business (i.e.: Consulting) based in India (on my own vs. with a partner from India)? If so, is there a site (akin to Legalzoon.com) that provides guidance on the process for registering?

If you want to set up a Company, no issues as long as its in a space where 100% FDI is permitted.
Consulting is too loose a term to go with - while you can consult individually, compliances would require registrations, especially if your clients will be companies. There will also be issues of repatriability of profits / dividends and internal compliances.

Hi John you would be advised to go through a firm that sets it up for you. Just setting up a vendor agreement in India (which we have just done) is an interesting exercise. We were advised by our own Trade organisation stationed in India and it would be a good place to start.
