How are you effectively reaching out to high level IT contacts (CIO,CTO) to give far enough in the sales process to schedule a needs assessment?

To reach out to senior level contacts, you could try the following:
1. LinkedIn InMail
2. LinkedIn Sponsored updates – you can target by role and sector
3. Post relevant articles specifically targeting the challenges of CXOs in the sector which they will search for in different social media sites, (do a research on the sites that gets visited often by your target audience)
4. Email marketing - ensure you have their professional email id and concentrate on the format and content of the email.
5. Post success stories that the CXO's can relate to address their current challenge.

As dumb as this sounds, LinkedIn is awesome for starting conversations. Alternatively, sending short and simple emails with white papers to their underlings goes farther than you might think. If you can make it clear that you're about to make someone's life easier, they'll typically forward something since it will seem like their idea.
