A combination of circumstances. Apart from the fact that institutional foreign investors like to spread their eggs in different baskets around the world, they look for certain important conditions that they’d prefer. They are as follows:
A growing size & potential of the listed companies in the country.
A growing national GDP and rising per-capita GDP.
A falling unemployment rate and a relatively young population.
A relatively peaceful society with a democratic constitution.
A stable currency which is either pegged to the dollar or is freely floating within a predictable range.
A reasonable inflation rate which is not too high.
Sufficient foreign exchange reserves to protect the value of the currency in times of capital outflows.
Reasonable government debt to GDP. Not too high to an extent wherein a default is likely. Sovereign risk in such cases is crucial for foreigners.
A country that whose human resources are developing and is not too dependent on one resource to survive. The resource rich countries have primarily made fortunes because of exporting commodities such as oil, Natural Gas etc. These governments operate in fiscal surplus and ensure that the populations are well fed and comfortable. The point being that foreigners don’t like such conditions as there is no hunger in the belly.

Getting featured in digital media helps get attention from international investors. For some of my clients, it was the calling card. But most ended up turning down the international investments because of the extra regulations it brings. For international investors, tax-haven investments are an obvious plus, so having an office in such localities might be a good move for businesses seeking to persuade investors from tax-heavy regions.
