You write a brief describing what you want and the researcher then performs the research and delivers a report to you. Fees vary, but you should be able to get a report for a few hundred dollars.
First check out your competition. What are they offering in the event of a disaster? What alternatives (to your solution) is already available to the open market? And how much would a company pay more then what they have for your unique solution?
