Social Media can (and does) play an important role in any organization during a crisis or disaster response.
It's important to remember its primary role is to convey information to the public. Its secondary role is to collect situational information if allowed by law. In some countries, the collection and use of social media data is illegal for use by government organizations and NGO's.
Developing a social media plan, procedures and management of these services improves response times and the quality of delivery required.
Social Media can play a vital role in analyzing how logistics, supplies, human assets, etc. should be distributed.
The scale of each scenario requires different expertise. In turn, the level of social media interaction and usage is also proportional.
There is no one size fits all.

Yes, many organizations use social media as a crisis communication tool. Organizations can use social media to communicate with different groups of stakeholders during short period of time. Many organizations use Twitter, social network sites, and organizational blog, to communicate with their key audiences amid the current global health crisis.
As for using social media to help our society/community/SMBs, people can encourage their social media connections to support local restaurants by ordering takeout.
