Buy a domain and a hosting, I presonally prefer BigRock or Hostgator. You can make your website by using wordpress (my recommendation) or joomla. Wordpress is free and you can find it very easy to start with.

What role (within your marketing mix and budget) will your website play, how will your other core marketing activities interact with your website. What will brides actually want from your site and how will you deliver it effectively!
Wedding planners are reliant on referrals, as repeat business is not the objective of a wedding, therefore social media may be your primary on-line focus and deserve 75% of your on-line marketing budget. In reality a web page may not even be your highest priority, so don’t let the media/technology dictate your strategy.
DO you have a logo and brand identity in place? I often ask my clients that first to determine if they have that tool needed for making a great website. There are a lot of options out there - but the key to me is finding the designer or builder who can make you look the best you can in a branding kind of way.
