I would first decide what kind of mobile app would best suit my business and cost would vary accordingly.
Based on the type of communication and the level of interaction you need from your clients decide which one do you go for : Native Apps, Web Apps or Hybrid Apps.
Once you decide, and know what you want, start looking for vendors.
I agree, don't go for the cheapest one, having said that cost of technology is coming down. I have been in the mobile app & cloud industry for over 5 years. I would suggest look for a mid sized vendor who are flexible and don't charge much rather than going with the big guys.
