I run a small web services start up. I am looking to expand to the UK and the U.S. What is the best way to get started with marketing in another country? And how do I build my reputation as a newer business? Thanks in advance for your response.

Getting new clients in another country is not an easy job. You are trying to enter the UK and U.S. where you'll find a lot of competition and already established companies. If you interested in crossing this boundary, you should do research on web services in other countries to really know your market, then work hard to get clients and give them a solid result. When it comes time to move into other counties, it will be more wise to already have a defined brand.
Well, I guess you need to first understand the habits of the people over UK and USA try reaching them out through LinkedIn or their emails. Also getting a native people involved over this would be a big plus.

I would step back and great a business and marketing plan. Than figure out what country is the best to enter and get the most out of your marketing efforts and higher ROI. The UK and USA may be bad countries for you to enter in theirs too much competition and barriers to entry. Maybe Brazil or Australia might be better because they have less competitors and better concentration of your target market. Step back and evaluate your business and possible countries to enter.
Learn as much as you can about the target country: the culture, attitudes, spending habits, etc. Visit the country if possible, or at least consult with several people who live there. If you ignore this facet of marketing then your business will suffer.
