I have an idea to create an educational platform. But I don't know where to start, how to register, what steps should I take? Please give me some advice.

Can you specify what you mean by "educational platform"? Are you trying to create something like Coursera, Khan Academy or Lynda.com? Do you have an original idea?

Every business starts with an idea, even if it is absurd at first! The main point of all business is persistence (not stubbornness).
To evaluate if your business is viable, you must create at least a business plan, however before, collect market data, competition, if it is a physical location, research the taxes of cities/states, to evaluate potential places for your establishment. If it's online, you should learn a lot about how to differentiate your business and how to get users' attention to be directed to your site.
Some states have services that may be helpful to you. An example, here in Florida you have the Enterprise Florida that helps you to have a vision of your market, competitions, costs, etc. There is also SBA (Small Business Administration) that supports entrepreneurs.
There are several steps before your idea becomes a business and the more you can get data and make plans, it is better, do not leave things for later, you may not be able to recap what you left behind, so attention to detail.

1) Know the market and competition
2) Create your differentiation
3) Create a business plan and review at least twice in a quarter
