Is there a service or app that will allow people in the USA to call Canada?
I have added several clients in Canada and want to find the best calling option for them as well as myself. I know about skype, but was curious if there was better option.

But I am an active user of Skype as well for them and other parts of the world with my clients...and rarely have issues. And it is free!!! Just make as part of your programs that they set up a skype account.

Comcast, Charter, and the other broadband providers will put in a standard phone line that will allow inbound and outbound calls for free without paying for a service. I would stay away from Magic Jack. As most people seem to love magic jack and they do provide a service. It is only as good as the internet connection. For $24.95 or $29.95 you can get business class phones with Comcast and it is a robust service offereing for business. Since your in SC. I can seek a rep that can help you if you would like as I only handle VA to ME and all points in between up the coast.
For home calling, Ooma offers a great calling service with free calls to Canada from the US. This is a VoIP phone service, so it simply uses your home internet bandwidth. The call quality is great. You buy the initial hardware (about $100), and then you only pay a small amount of taxes each month. Check it out here: www.ooma.com
If you already have a high speed internet connection where you plan to call from a good voice over IP provider is the lowest cost, reliable alternative to traditional land lines. I have used Callcentric for years and highly recommend them for quality calls. There are many others you can find reviews from others here (http://www.dslreports.com/gbu)
You will need to make an initial small investment in a small VOIP adapter that plugs into your router and most VOIP providers will give recommendations on their websites. Amazon.com, NewEgg.com are a couple low cost sources for those.
I personally think Skype is the best. I did a lot of research on this and I also have several clients in Canada. There is a small monthly fee to make calls in the USA and Canada.
Skype works like that. Actually, there are several. If you are from Canada, get a Majic Jack and register it with a Canadian number, then you can call Canada free from any place in the world with WIFI. Vonage is free to Canada as is Ooma. All of those options are inexpensive and work great. good luck.
I would suggest Google Voice, since it has not been mentioned before. It's free to call within the US and Canada, and you can get a free Google Voice number or transfer over your current number for a fee. You can use hangouts to make/receive calls through a computer, or you can link a cell phone to it to make and receive calls that way. It's very flexible.
Otherwise, I would recommend Ooma like Steven suggested. They are also a great service.

That will depend on your phone service provider. For example if you have H20 or Charter. ... you may call Usa and canada free. There Other those apps like rebetel ... that you may also use to call canada free.
AM sure there is many out there. The list will depend on what ever service anyone is familiar with.

we shouldn't ignore the daily security in our life such as the GPS tracking or other method used by someone to steal our privacy. Therefore the cell phone jammers which can be got from http://www.jammerinthebox.com/categories/Cellphone_Signal_Jammer/ with a good function of cutting off cell phone signals as well as other frequency bands signals can help to create the security system to protect us. And then we can enjoy the quiet and peaceful environment.

I simply use Skype or Gtalk... Several I know use MagicJack. I use to use Vontage.
The best option by far is Magic Jack Plus. It is only $29.95 per year. For the price, nothing else comes close. The service is stable and voice quality is very clear. Voicemail and call waiting is included also. I have it for over 3 years now. They have an app for your smartphone so you can answer or make call from "your home phone" using your cell phone from anywhere. You can also unplug the unit an take it with you when you move so you keep the same number. If traveling internationally, take it with you to call back to the USA for free. if you have family living internationally, simply get one for them with a local number and they can call you or you can call them for free!
We have only worked on 2 projects in Canada over the past 8 years and have no app other than Skype, which is becoming increasingly integrated with MS.

Lot's of VoIP services are out there including but not limited to Skype, Viber etc.. I suggest to call you mobile or/and landlines providers, sometime they offer north-American service at very competitive rates. For my 2 mobiles it only cost 10$ per month for unlimited, Canada, US and Mexico service, way more convenient not to worry about it
There are number of Apps like Skype (you are already aware) Viber, FaceTime etc. I prefer Skype for business as it is supported on various devices with almost all OSes.
In case of a meeting, presentation or product demo I use TeamViewer which has both audio and video support
