Some people are of the philosophy that a human resources department really isn’t necessary for such a small venture or that the strict, uptight image of HR doesn’t fit with the fun workplace environment they want to convey. However, even the smallest companies should invest in HR. Human resources professionals are experts in workforce and employment law. They can save you a lot of money and frustration in the long run. Here are some tips on ways to manage human resources in your start-up company.

I am a year late on this, but for others seeking advice the PEO industry provides a value to growing organizations that are unmatched for entrepreneurs.
Depending on your industry, size, location, and organizational goals, the best option varies greatly. Working with an established national provider is essential however.
Companies in blue collar sector see best value from organizations like ADPTS, SOI, and Paychex from my experience.
White Collar organizations TriNet and Insperity demonstrate the most for your dollar, if your goals are associated with growth, having the best employee base, technology, and want a trusted partner that you don't have to manage.
The first question that needs to be answered is what are you trying to accomplish.
Do you want the lowest cost option?
Are you foreseeing explosive growth?
Are you funded or seeking funding?
How many functions are you trying to alleviate?

We justs finished picking a performance review system. We looked closely at Small Improvements and Rypple which is now Work.com and owned by Salesforce. We choose Small Improvements, seemed to fit our needs better.

These are not expense but will give you some great structure to get started; holiday and sick days requests and calendars, tracking time off, salary history, reviews and more.
I have been working with start ups in an HR capacity for over 11 years and these are some of the tools that have been helpful for me:
1) LinkedIn is your friend when it comes to recruiting- use your networks! Also, join HR groups. You'd be amazed at how many people are willing to share their wisdom and hard work for free!
2) TriNet (in my experience) is the best PEO to use to help manage the benefits, payroll and HR aspects of a small start up
3) Once a start up starts to grow, I think it is very smart to have an HR consultant come in and help you build your infrastructure for growth. They are also very helpful in consulting on building a strong corporate culture.
4) ask your VC's if they have any resources that you can use. Often times they do or will be working with other startups that you can have free access to.
5) shrm.org is worth the annual fee
6) I also recommend buying the annual Labor Law books- they can help answer those sometimes complex HR questions

I think HR is all done by networking in terms of recruiting needed talent. Otherwise, I would post on a job board that is catered to the startup community, such as Greenhorn Connect.
