I love both of these tools. Tweet Deck, if you are unfamiliar, is Twitter's free scheduling tool. You can schedule your posts, check your notifications, engage with others' Tweets, monitor and reply to your messages and more. It's a really great tool.
Commun.it is paid, but there is a great deal going on if you visit their site right now. You add features like a to do list to keep you focused on channel growth, a list of trending topics where you can source posts and schedule retweets for later, the ability to monitor and follow / unfollow your followers and some great reporting features.
I highly recommend this combo. It's really helped me to enhance my social media following and engagement levels.
I like Sprout Social. You can see how your every tweet performed and compare your profile to your competitors. It also allows you to schedule your tweets. It's pretty expensive but it's worth it.

Tweet deck and Hootsuite are great for organising social media feeds, focusing on hashtags and keywords, i also find Klout to be a great platform as well as it can help pinpoint key profiles you should follow in your chosen field but also it provides content you can share that is suitable to your chosen audience of which you can schedule to be tweeted at key times throughout the day. The more you are active and engage with your followers, the more presence you build on Twitter. At the end of the day its all about you and having something interesting to say or providing resources that people find interesting...it takes time. Track trends, join disscussions, answer questions...and hopefully your Twitter presence should start building.

I am using hootsuite and twtrland which works me well so far. And for increasing your presence you try to post tweets with images and videos which makes you feel the difference from normal text post.
Did you use there term tools ??? I don't think that would be a good idea instead of targeting over tools. I would say better to try to make an impact over twitter because of your post not because of your tools as they are never going to give you any benefit.
Tools like hootsuite or socialbro are perfect for measurement or analytics. I would recomment stay alert with the trending topics hashtags and use them with your posts. Other action you can do is following to influential people and interact with their tweets, a lot of people will read the answers to their post, one of those answers will be yours. I really like TweetDeck. It keeps me organized, I can easily search keywords and save them in columns readily at my fingertips. For me, this helps me find relevant content, people I am interested in following and connecting with, and increase my engagement.
Now, I do use some Twitterfeed for some automated content, but it is "very" specific to my industry and helps continue to generate engagement when I am unable to be on everyday. More over, a lot of this content helps bring interesting companies and individuals to me because it mentions their company. You can also use Bufferapp which offers recommendations on autocontent for LI, FB and Twitter.
At the end of the day, it's about pulling content (using others content, responding and commenting) with a smaller ratio of pushing. It's important to lay out a plan of ideal targets for your business, those who can refer, and messaging to target them and deliver about your business.
Remember to have a little fun too by throwing in some "personal" content about what you're doing, what you enjoy, etc.
Photos and quotes provide the highest amount of interaction.

If you happen to be a nonprofit organization there is a tool at Justcoz.org that allows followers to donate a tweet a day to your cause. This allows you to send a twitter to all of their followers. This can significantly increase your reach.
Just don't use any tools at all. The most effect way is to the Twitter as it was meant to be used. Manually. Be social and engage with people on a personal and individual level. Don't try to fake it or use tools. They won't get nearly the results and ROI as actually going on Twitter and using it to talk to people. Engage. Inform. Talk.
