I have a site featuring very unique Excel utilities, what can be done outside of Adwords to promote my site and attract new customers? The potential users or target market are data analysts and heavy Excel users.

Social Media is a powerful tool and sites like mosiacHUB, LinkedIn, Facebook and Twitter are great places you can start. I am sure you have a few key companies or users you would like to focus on. Get them to use your tool and and return use them as case studies. Tag (#) onto their social media feeds to gain maximal reach.

Are you a Microsoft certified developer? If you are, have you sought out to have your utilities listed in Microsoft's libraries.
Have you investigated the use of programmatic digital display advertising? You highly target your audiences and retarget them after they come to your site. Have you written and disseminated press releases on your product to specific trade publication editors and bloggers? Have you sought out potential cross-channel co-op advertising on sites that sell other Microsoft plugin/add-on products like Visio developers? Have you utilized social media? Have you created videos and posted on You-Tube? Have you been active in social communities related to your product(s)?
I enjoy video marketing to get the word out and teach people how to do cool stuff. My suggestion is to create a series of Excel tutorials, on what your utilities can do, plus, most common problems, people have using Excel and how you solve them.

You can for example make video tutorials for your products. This can be done more or less for free and shouldn't have to be difficult.

Ok I assume you are asking how can you promote your biz online without doing paid ads. In that case you need a strategy how to market. Different social networks have different strategy. let me star with Facebook. Create a good looking page on Facebook and invite friends to like it, ask friends to invite friends to like the page too. Once you have built substantial likes or fans keep posting especially at times when people break for tea or lunch. Remember picture posts attracts more views than plain text, also tag people on your images. Remembering if you tag an individual all people connected to him or her will see that post. In Twitter create a Twitter account and brand it well. Under trends look at the trending topics or hash tags and use them into your posts. Hashtag is a sure way of getting a lot of people see your brand in real time.
Think of the most common questions or problems or time-saving solutions that data analysts and heavy Excel users would have and search for, then write mini FAQ powerpoints and videos on them, and put those on blog posts & social media - optimized for the keywords they would be typing (problem keywords like "how do i work more efficiently in excel" or "why is data not showing yada yada ...", or whatever. Best thing is to present yourself as an expert and solution-provider to common problems and get those articles/videos/powerpoints (post on SlideShare) to gradually increase exposure. Not only will these other web properties increase your exposure & traffic, if you link to your site from them - it will also increase your website rankings organically - so you will be more discovered free, rather than paid search.

Do some youtube/vimeo video of how the utilities can be useful. Get people who use them describe them on blogs and social media.
I personally would start with linked-in and find groups of professionals that you know would need the service. Targeted searches are ok, by sometimes is best to get out there and network. Look for networking events in your city that are geared toward business professionals, lawyers, etc. … start the conversation and let them know what you have to offer!
