Start conversations about popular topics with people who are already trending.
Join the community you're targeting by identifying key companies/organizations/users and participate in the conversation. Support what they're posting, reading, commenting on, sharing, and you'll gain visibility and respect. Then, and only then, start promoting your own messaging. The 80/20 rules applies here: 80% of your social posts should surround the topic your business is in, and 20% should be your pitch/product. No one wants to be "talked at" or pitched.

Gaining likes and followers is becoming harder and harder these days for several reasons, can't be listed here. However, there are proven ways to attract people to you.
1- Make your content more relevant and inviting.
2- Pick the right times to publish, for example, publish your content in peak times on Twitter to get a higher reach.
3- Use the right hashtags, whether on Twitter or Facebook.
4-Use promoting tools wisely, whether Facebook ads or Twitter promoted tweets. As I mentioned before, the right times and the right content.
5- When it comes to the copy-writing, make sure to have calls to action, props and set ups in your copy.
7- Lastly, consumers now are attracted to the type of social media that is "humane", more human than just being a page or an automated Twitter account. Don't give them the vibe that they're communicating with a website or a system.

As I believe has been suggested here already, engaging content on both platforms, encouraging existing followers to like, share, and or comment on what you are sharing will go a long way toward building things organically. Posts that ask questions, promote competitions, or offer rewards do very well. Remember that staying on theme, but not always promoting, will keep the right people involved and willing to participate in your posts.
On FB, while "buying" likes via Fiverr or elsewhere is not a good idea, you can run an inexpensive (under $20) "like" FB ad campaign to a highly targeted audience. Once you've broken that 3 digit like barrier, people who happen across the page will be more likely to opt in naturally... but a low-cost ad campaign will help you get closer to the RIGHT people a lot faster.
Facebook enable you to do more sophisticated targeting than ANYTHING else out there, including demographics, but extending into buying habits, professional affiliations, and other things.

Twitter is more about exchanging follows with other account owners. Start following ACTIVE people who you want following you, and make sure the quality of your content is, once again, encouraging engagement.
I would only advise not to buy likes, from Facebook or from any Indian company, because the likes/followers you will receive will anyway be only cosmetics, a nice number to see, but without any impact on the business. The only proper way is to grow follower base naturally, thru natural shares. It is better to have a few interested followers. Publishing regular interesting content of your web site, and linking it to your fb page is the only way to go. Thats why community managers make sense. Luckily nowadays there are plugins i.e. for wordpress that enable you to automate publishing of specific content to different social platforms.
What you will publish also has an impact. Try not to treat the FB channel as "sell sell sell" channel pushing only company offers, but rather form your facebook page into a reference page for specific subject connected to your line of business. And dont forget to put in some laughs on a daliy basis, people love to smile (and share).
