One of the ingredients in successfully building your community boils down to how engaging is your content and how relevant it is to your target community. As for Twitter, you can not force people to follow you unless they are interested with what you are tweeting about. Publishing regular interesting content of your web site, and linking it to your fb page is the only way to go. Thats why community managers make sense. Luckily nowadays there are plugins i.e. for wordpress that enable you to automate publishing of specific content to different social platforms.
What you will publish also has an impact. Try not to treat the FB channel as "sell sell sell" channel pushing only company offers, but rather form your facebook page into a reference page for specific subject connected to your line of business.
