What is the best way to drive traffic to web sites?
I would like to get a better strategy that will allow me to generate traffic to websites. I use a lot of different avenues but I would like to be able to have a set of applications and or plugins that would help me.

You want to generate targeted leads to people who have a genuine interest in what you provide.
Make sure that you have good landing pages. Landing pages that get targeted to exact ads that lend them are more effective for traffic to your website. You will give them with the exact information they were looking for. If you provide a contact form as well, it will certainly help generate leads.
Incentives can cause people may act on them alone. For instance, they may be more likely to buy an item they need if there is an offer attached. Give them something to make them want to get your customers another reason to bite on the offer so you can generate a lot more leads.
There are many other ways that can be more helpful than using applications and plugins to drive traffic to the website. Following are the ways to generate traffic to the website:
- Social Media: This is becoming one of the most powerful area where when one can invest to generate traffic. Websites like Twitter, Facebook, Pinterest, YouTube, LinkedIn etc. are top social media websites that can bring more traffic to the website if used and managed well. Updating your social media profiles on daily basis with proper hashtags and information will improve brand identity.
- Blogging: Blogging is the other way where you can spend your time for your website traffic improvement. Websites like wordpress, tumblr and blogger are the top sites to do the same.
- Slidesharing, to introduce your new product and services among the users. Good graphics and visuals can help in making beautiful PPTs.
- If your website is new and do not have any web presence then one can invest in PPC to make users visit your website and get more click impressions.
- Image sharing to share images related to your business services and products.
These ways are the best ways for traffic generations. Apps and plugins can help doing things with ease and manageable.

To drive relevant traffic you need fresh, frequent content and you've got to promote the heck out of it.

I believe that we are going each day closer to a single point: RELEVANCE.
It isn't just about filling the site and all the means with content. It's putting the right content for the right target in the website and then using the strategies to get traffic that most have mentioned here.
Gee Ranasinha has an excellent point about the BOUNCE RATE (that's why we must be cautious with 'TONS OF TRAFFIC' offers). If everybody knows someone as an annoying person who bothers all the time, will this person (or everything that he/she says) be welcome??
So the formula is simple: choose wisely your target, locate it and keep delivering good (RELEVANT) stuff (part of it must be free, part of it must be paid, so the person or company understands that it evolves value).
You may use PPC, but people are getting overwhelmed by it too, so use carefully.
The thing is: create a strategy --> try it in the available channels --> analyze it --> adapt the strategy --> increase your revenue --> listen to feedbacks --> adapt strategy --> and so on.

In current era SEO become branding. As i would say that all stratagies which were being used that all stratagies are being used in current time but the way of doing that is change. i mean today search engine give much priority to fresh and relavent content of your web page, back links as well as social shared.
So better you go for making your brand in market so it will direct effect on businss.
I don't think that the plugins will help, but your content and working on SEO part will help you to get traffic.
Additionally, you can go with paid ads like : Facebook, Bing search and so on..
You used the best term in there – strategy. The foundation of that strategy is knowing exactly who the audience you want to attract to your site is, what they like, and where they can be found. If you don't know that, no application, plugin or marketing effort is going to lead to any measurable success.
Next, you want to make sure where you're sending these visitors is optimized. I don't mean just in an search engine optimization way, but is the website itself designed with your target audience in mind? Is it absolutely clear what action the visitor should take once they get there? This step is just as critical. Even if you do step 1, if your visitors get to your site and aren't immediately engaged and driven to take the action you want, then again your marketing will not be as successful.
While doing step 1, you should be able to determine what type/form of marketing your audience might respond to best. Perhaps it's blogging, or Facebook ads, or mobile advertising. Whatever it is, there will be applications that can help you do better marketing (hubspot, for instance). But make sure you've done both steps above, to ensure more success at generating quality, targeted traffic that converts.

Given that your website is for commercial purposes, you probably have some notion of the initial and long-term value of a client.
Buying traffic from a list owner with your ideal client as readers is a good plan. The traffic is likely to be motivated to look at what you are offering them.
Try to break even on your paid traffic with the initial sales. Everything after that would be your profit.
Personally, I like to start with a strong, Google compliant, on page SEO. The off page SEO strategy depends whether your business is local or not.
As Gee said, make sure you know what you are going to do with those visitors.
for me there is no single "best" strategy, it really depends on your market and your product. You will have to try and see your own results.
This is what works for me:
FREE:
- use Pinterest, as a traffic generation tool.
- post on Social media sites like Google plus, Facefook, etc (there are many, but not all are going to be good your for public)
- My own blogs.
PAID: -> use this if you know that you can have a positive return on investment:
Paid ads: Adwords, facebook ads, Bing Ads.
Solo emails: paid email
Note: paid advertising went from affordable to really expensive, so take your time to learn the tools before spending big money.
There is no best way. What works well for one person may not work as well for the next.
I suggest you look into paid methods like Facebook Ads, Pay Per Click etc...In addition keep building your brand on social media sites.
What do you want your visitors to do once they're there?
If you want traffic for the sake of traffic, the fastest and easiest way is to pay for it. There are plenty of people who'll give you 1,000s of hits per day for the price of a cup of coffee. But if the traffic isn't targeted and comes with a close-to 100% bounce rate, then what's the point?
If you want people to come to your site, then give them content they want to consume - and market the h3ll out of it.
Applications can help with the latter, but not the former.

To add to Sherry's excellent answer: I would also develop personas for the different types of ideal site visitor and make sure that pieces of content placed across social media and traffic driven to relevant pages of the websites meet the needs/solve the problems of each persona. The hubspot blog has a very good (and free) powerpoint template for creating customer personas.
