Go to sites you know of in your niche to see if they have blog rolls with their favorite blogs listed. That's an excellent way to mine for high PR blogs. The're all there in one place. In Google search box, enter "guest blog + your niche" to see what comes up. A few blogs in your niche that accept guest submissions should pop up.
Apart from Google, other place where ton of content /blogs available is on twitter. Create the Niche word as hash-tag and add the word blog to it and you will find tons of entries there. Outsource there is limited life of the tweet, so will have to search more often or create a feed in Hootsuite on that Niche word and you will continue getting the Blogs on that keyword subject.

I would start with a Google search. Include the word "blog" in your search criteria. High PR blogs should generally show up higher in the SERPs than those with low PR.

What are you trying to do and accomplish? The prime directive online is to add value, real value not try to beat the system. If adding value is the goal then great. It is not so easy to find niche specific high PR blogs. You need to collect the sites and have to analyse those sites like their internal, external, domain authority and page authority. Also check backlinks from where those sites are getting backlinks from relevant and quality sites which helps your site to be safe.
