What is the best way to grow your Twitter following from scratch?
We just finished the construction of our website (HungerPass.com) and want to market it heavily. We plan to use a lot of different forms of marketing, but wanted to gain a good following base on Twitter first. How can we start?

To grow your twitter followers from scratch it's a combination of posting quality content from your blog, retweeting content from other influencers that your clients would find interesting. I would also follow all the companies in the scrolling band on your website and people that follow them. You can find all the "foodie" influencers and follow them and retweet their tweets and articles of interest. That will encourage them to follow you back. If they don't follow you back then unfollow them for a while and they will probably re-engage and follow you as a result. In my experience it starts with identifying local users who fit within your target demographic, follow. Twitter gives you a great list of recommended followers. Don't forget to give to get, sharing others content while tagging them with @ gives them a heads up you exist. If you have a small budget, Twitter ads are an inexpensive way to promote your profile/tweets to a highly targeted audience.

May I ask you to consider your question is ill-posed. You have stated that you want people to see your website. You have then assumed that twitter is worthwhile for this. You have then further assumed that simple follower numbers have anything to do with traffic.
In fact it is quite easy to measure the outcomes of such a strategy. When you begin always measure the link clicks on every tweet you make. Use ads.twitter.com or analytic.twitter.com. You will quickly realize the error.
I am sorry to say that your assumptions, for most businesses, are flawed. Let me give you an example. I get 250,000 views/impressions on my tweets every month. That translates into at best 250 link clicks.
Just think about how you use twitter, yourself. You follow 1000 people right. How often do you see any of those 1000 people you follow's tweets? Mostly never for most of those people right? Never.
How often do you sit and stare for hours at a time at the twitter feed? I hope never.
How many tweets do you click thru to a website on? Mostly never?

If you use tools like http://tweepi.com/ to identify users who follow competitors, you can then follow THOSE users who you've already somewhat prequalifed as being interested in your product or offering. I personally go through lists for clients and only follow active twitter users who have tweeted in the past 24 hours. They are more likely to interact with your organization as Twitter could be their social media platform of choice.
