What is the best way to learn the in's & out's of Google Analytics?
I know the basics of Google Analytics but there are so many functions that I can't even begin to understand (i.e. goal setting). Do you know of any good tutorials or even just have good advice on getting to know Google Analytics better?

Like they all say the rules change. One common thing does not. Build a site with Content that is useful and make sure you update it often with new content. As your site grows in popularity it will grow in Google.

By going through the different options, reading blogs and useful How-To sites, it will take time, but wow, GA is powerful!

I used a combination of the free Google Analytics courses mention by the community, Mr. Corey Koberg's excellent Google Analytics Essential Training course on lynda.com, and calling Google's Analytics support team as mentioned by the community. I was amazed by this service since it's above and beyond most any support service I've experienced. It was actually a video call on a hangout and the Google employee walked me through features while I shared my screen. Very helpful.
Don't worry when you see first time all those elements its seems hard use it but google set all things very easy you may learn more at http://www.google.com/analytics/learn/ and best to learn from integrating actual sites with Google analytic and see result and explore it with given above links there are many videos also uploaded by Google
Google have their own course on Analytics which, I think, you can find on the Analytics website
You can get a Google rep on the phone. They will be happy to talk you through it.
There are some stats that might need some API set up. This is mostly true for ecommerce stores. If you are looking to do that for non ecommerce stores, you will simply need to look at the interface, figure out what you want to know more about and google the rest. You will land on Google support guides, which are extremely helpful!

This is a really good question as finding free information about Google Analytics online is tough. Google has changed their UI so frequently that a lot of the stuff you find is outdated.
This isn't a great answer but the way I learned about it was simply messing around with it. Trying out all the different sections, messing around with secondary dimensions, segments, custom reports, etc.
Google has a fantastic class where you can learn from. If you do not want to take that step you should check with your local college, they normally offer courses on these topics.
