I would say the manpower is only part of the issue. You have to pay for feeds to get the feeds from most of the MLS companies out there. If you only want a select market area then find who sales the feed. Then you hire a programmer to pull down the feed and add the information to your site. I helped with this back when I was at Delaware.net (part of their Real MLS system) used by Harrington ERA amoung others. (example: http://www.harringtonera.com/idx/city/harrington/ )

Best to do property site as like you have mentioned I would suggest to use PHP resource it will cost you less compare to any other languages we have developed same sort of website in past using PHP and MYSQL
For hardware it's depends on website traffic what sort of server we need to use like shared server or dedicated server but first need to know what traffic you have for site as well property data inside website

Apart from building website, hosting, etc, I would say that first you need to build good database of properties in the location/area that you plan to start the business. This is preliminary otherwise what ever your model be, users won't be interested in your site if the number of properties that are listed are limited to only a few. You can also notice that realestate.com.au has a good set of informative articles and other services for the users.

So I am a shoestring budget kind of guy myself. Our company has built over 500 websites for small business clients and we do our best to save cost and provide quality.
That being said, here is what I would recommend:

2. Hire a developer to make any customizations you are looking for. It's better to hire a developer for theme installation/Setup and customizations, than building a site entirely from scratch. You are looking at hundreds of dollars versus thousands.
3. Make sure you have great hosting and support afterwards.
Don't host on something like bluehost. They are absolutely terrible. Host on a reliable server from a reputable hosting company that has an interest in WordPress sites. Hire a website support developer to conduct updates, backups, etc. I would also consider hiring them at a monthly retainer rate, this way you can call on them if need be.

It depends how you think about product. If you want to test your idea in the market then I believe try to build prototype by having some rapid tools e.g Wordpress, Joomla, Drupal or any realestate script. Or if you want to develop it then I believe it tooks 2 months with 3 people and it will be a viable product because this type of portal required very good searching mechanism which takes time.

Hi Kelvin, this type of system/portal can take around a period of 45 days with 5 developers on it working 8 hours each day.
The period includes Testing phase as well.
Hardware is something you need to sort out with the Local Hosting service provider or you can setup your own Server.
Maintenance shall not be a tedious job as the system shall have an Automated functionality.
Hardware devices (like server) needs maintenance which varies. You'll need atleast one full time developer on the system for continued changes for a period of 6 months after launch. Then the developer can work part time once the system/portal is mature enough.
There is a popular saying about putting the cart before the horse. Have you done market analysis including research on competitors? On the surface this would appear to be a saturated market. Or am I missing something?
