o Program management / Acquisition / PPBES: Set up 2 agency CIOs for program budgeting and performance management. Twice recovered infrastructure programs over-running by 25-50%, saving $3-5 million/year.

o Business process management: Mapped existing processes and devised improved business flows in every engagement or assignment over 20-year period. One such LSS projects reduced IT approval time by 75% while improving the due diligence.

o Strategy: Worked with 4 agencies to devise multi-year strategies; IT strategy for a DOD agency. Strategy for mobile and cloud computing for 5 clients.

o Enterprise architecture: Advised executives in over 20 organizations on all levels of EA (business, data, services, technical). Supported first IC metadata council. Tools: MEGA, IBM Rational System Architect.

What do you like most about your profession?

I learn a great deal from clients when they think I am helping them. Seeing the same set of problems from different directions help me to understand that issue even more deeply.

How are you different than others in your profession?

I focus on why business processes need to be carried out and making sure that the organization can deliver on those requirements. That' approach leads to light implementation, generates buy-in and achieves results quickly and inexpensively. Many consultants are really good at applying their years of expertise to carrying out with great diligence a set of existing processes hat are not getting the organization where it is trying to go.

What are your biggest professional influences (books, mentors, events)?

My influencers change over time as external situations changes, and as my need for reinforcement or growth in particular areas change. At the moment I am having a great time using my off-hours to be involved with start-up companies an seeing the often-maligned Millennials (20-somethings) in their true work environment where they show up a very positive way.

May 2012 - Present
Providing smaller business service contracting companies with the experience needed to get new contracts off to a quick start, or to recover contract situations. Implemented Enterprise Architecture and program management, and served as key initiative project manager, at US Census, FEMA and Department of Defense.

EA-PMO Partner at Gartner

February 2011 - May 2012
I advised senior IT managers in the areas of enterprise architecture, IT governance, and project and portfolio management. I also ensured that they get the maximum benefit from their advisory memberships. During my tenure I helped recover over 3 dozen accounts from non-performing status, salvaging over $2 million in contract value. Left after the company decided to shift away from in-person delivery of services, and to preserve my clearance.

IT Governance Branch Chief at US Department of Defense

March 2008 - February 2011
Initiated the IT project management office and developed the first IT program budget and portfolio reports. Responsibilities were expanded to include revitalization of the enterprise architecture program. Assigned responsibility for the full-service IT support contract; within 3 months, recovered a $20M annual contract from a $4m overrun with zero impact to service quality. Became retirement-eligible and returned to private sector.

PMO Head at US Securities and Exchange Commission

September 2004 - March 2008
Stood up the IT project management office and instituted project planning and oversight processes and business-driven governance activities. 7 of 7 major projects improved enough to be removed from the OMB Watch List. Set up a training program to qualify staff for the Federal FAC-PPM standard, saving time and money by getting the agency certified by PMI as an official PDU provider. Brought agency process to target level 3 of GAO ITIM framework.

How to pick from the many exciting projects in 12 years at a real "think-tank"? Developed the business case for the military's build-to-lease program that provided affordable housing in high-cost areas. Built the cost model for the BRAC Commission. Developed an alternate ranking system that resulted in dramatic increase in resolving hazardous waste sites. Analyzed effects of deregulated electricity.
