Questco provides a full stack of PEO services for your small or midsize business. It offers human resource solutions, payroll services, employee benefits, risk management compliance and a cloud-based platform to manage all your services. Questco is smaller than some of the other PEO services we reviewed, so while you may get more personalized service, you'll need to confirm that Questco operates in your state and can meet all your PEO needs. Sales representatives with Questco told us that it serves clients in 40 states. You'll also need at least 10 employees if you want to partner with the company.

Questco is not accredited by the IRS or ESAC, nor is it rated by the Better Business Bureau. However, it offers personalized services that are ideal for small businesses looking for HR, payroll, benefits and risk support. It has had its finances audited by an independent accountant within the last year, according to the National Association of Professional Employment Organizations.

Questco Pricing and Terms

Questco uses a transparent, flexible pricing structure. Most companies offer only one type of pricing, but Questco offers two. Depending on what works best for your business, you can either price your services per employee or as a percentage of your total payroll. Your total cost will depend on the size of your business and the services you enroll in. The per-employee fee does not include individual healthcare and other benefit costs.

Questco requires a long-term contract, unlike some other services we reviewed. It generally operates on one-year deals, but you can cancel your services without penalty. Most PEO services require some form of written notice about 30 days in advance of when you plan to cancel. Questco doesn't outline this process on its site, but it may still require this. It's important to review these details with a Questco sales representative before you sign up.

Questco doesn't bundle its services, so you pay only for whatever services you use and need. It just requires its clients to enroll in its payroll services and workers' compensation to use any of its other PEO services. This is a standard practice in the industry; just about every PEO we reviewed requires its clients to enroll in its payroll offering.

Questco can provide tailored, personalized support. According to a NAPEO whitepaper, five companies account for 43% of the PEO industry, meaning these major companies may represent tens of thousands of small businesses across the country. Partnering with a smaller company like Questco means you can likely get more personalized attention for your business.

Features

Questco provides robust human resources and risk management services for its clients. If you're looking for extensive services in training, compliance and general risk practices, Questco is a good option for your business. It also provides a designated account manager who can direct you to experts when you have questions or service issues, as is standard in PEO companies.

  • HR services: Questco provides corporate file management, employee onboarding, recruiting, salary surveys and compensation data, resume screening, handbook and policy development, termination and dispute assistance, and best-practice consultations to develop healthy HR support.   • Payroll: Businesses using Questco have access to payroll software, time and attendance systems, timeclocks, payroll processing and reports, payroll tax compliance, child support administration, wage garnishment, and PTO tracking.   • Benefits: You'll have access to low-cost benefits packages, with a support team to answer any questions you have. Most PEOs provide a more detailed list on their website of what they cover, such as 401(k) support and health, dental, vision, and life insurance; Questco doesn't list much additional information on its benefits. This doesn't necessarily mean it's lacking in this area, but you will have to deal directly with Questco to determine what plans and packages it offers.   • Risk and Compliance: This PEO provides some great risk management services in addition to standard state and federal compliance. If you partner with Questco, you won't have to worry about staying up to date on tax, labor or healthcare laws. It provides safety programs, oversight and safety resources, OSHA compliance and assistance, onsite safety consulting and training, workers' compensation, and monitoring of risk prevention strategies. Questco partners have access to return-to-work program development and safety consulting resources to ensure that their workplace is operating in a safe and efficient manner. Training

Questco offers both onsite and online training for your workers, and it can even inspect your worksite. Much like with its benefit programs, though, Questco doesn't provide a lot of information about what kind of HR training resources it offers. While it does offer safety programs and risk-reduction practices, it's not clear if it also offers onsite or online training for HR topics like conflict resolution. 

Customer Service

Questco provides a designated account manager to handle your business's HR needs. If you have questions, comments or concerns about HR practices, or need help constructing an employee handbook or setting company policies, your Questco point person can assist you. If you require more specialized help, your account manager will loop in a Questco team member with experience in that area. Questco will have a designated expert for your business in each major area of your service, including benefits, payroll and risk management.

Questco's customer support options include email and live chat. We set up a hypothetical business and interacted with Questco's sales team, mainly through email, to get a better idea of its features and how it serves small businesses. In all instances, the representatives we spoke to were pleasant and informative. They didn't push for a sale or pressure us to sign up for the services. Instead, they were cordial and gave us all the information we needed.

Limitations

In customer reviews, Questco has earned four stars on Facebook but only three stars on Google. It's important to read customer reviews with a reasonable level of skepticism – some are geared specifically toward an individual business owner's problem and may not reflect the company's overall service. We didn't notice any patterns among the reviews that indicated Questco was lacking in any area of service. However, Questco is not rated by the Better Business Bureau. It does have a page with the company, but as of the time of this writing, it's listed as unrated and only has two customer reviews.
