The Best HR Outsourcing Services of 2020

The Verdict

G&A Partners provides extensive PEO and HR outsourcing services to small businesses. Its HR support and training programs stand out, earning our best pick for employee development HRO services.

View all our recommendations for PEO services and HR outsourcing services on our best picks pages.

You can also hire this company as a PEO. It works with businesses of all sizes, but a team of at least five employees is best for G&A's services. When we spoke with G&A sales representatives, they explained that this isn't a hard requirement but rather a reflection of the cost benefits of working with G&A.

G&A Partners is an accredited member of the Better Business Bureau. It earned an A+ rating with the private rating industry, and it's also accredited by the Employer Services Assurance Corporation. ESAC reviews PEOs for quality assurance and accredits only the best companies in the industry. Not every company we reviewed was accredited by the ESAC, although all of our best picks are.

G&A provides services in all 50 states, making it a truly national PEO. Some companies we reviewed provide services across the nation but not in all 50 states. Employment laws and requirements vary based on the state your business operates in, so it's important to partner with an organization that can support your needs based on your location.

G&A Pricing and Terms

G&A has a flexible pricing and services model. It doesn't bundle its services, so you can add and remove services to meet your needs. Like most of the companies we reviewed, G&A requires businesses to enroll in its payroll offering to access the rest of its services. This is a standard practice that roots your business in the co-employment model.

G&A charges a flat rate on a per-employee basis. This is an ideal pricing model because you won't have to pay fees as a percentage of your total payroll (which fluctuates as you give employees raises or hire more people), so you can accurately assess the service costs for your business before committing to G&A.

G&A doesn't require long-term contracts. Instead of locking your business in for a year or longer, G&A provides its services on an ongoing basis. You can cancel services at any time with a 30-day advanced notice. Between this freedom to cancel and the ability to mix and match services, G&A stands out as a particularly flexible service.

Another potential advantage to partnering with G&A is the size of the company. Some of the PEO services we reviewed are major companies that provide support to tens of thousands of small businesses. There are advantages to partnering with a big company, but some small businesses are looking for more personalized service with one-on-one support – and we found that G&A can provide this level of attention. A NAPEO whitepaper found that five companies account for 43% of the PEO services available to small businesses in the U.S. G&A is a smaller company than these five and prides itself on providing personal support to clients.

HRO Services

G&A Partners is a reputable PEO, offering HR support, benefits administration, risk and compliance management, and a full-fledged training program. If you don't want to sign up for G&A's PEO services, you should consider its HRO services. HRO, or HR outsourcing, mirrors a PEO service but without the co-employment contract model. The contract structure will be different, so make sure you work closely with your G&A representative to find the right service type for your business. You should be able to scale services to your needs. These are some of the outsourced HR services G&A offers:

  • Development and implementation of HR policies and procedures
  • HR audits and investigations
  • Employee discipline and termination support
  • Performance management and training guidance
  • Unemployment insurance
  • Candidate sourcing
  • Job postings
  • Resume screening
  • Applicant tracking
  • Benefits enrollment
  • Payroll processing
  • Performance management
  • Safety manuals
  • OSHA assistance
  • Workers' compensation

Your small business can start out with G&A's HRO services and then transition to its PEO as your business grows. For a full breakdown of G&A Partners' HRO services, visit the company's human resources page.

One standout aspect of G&A Partners' HRO offering is its employee development programs. In addition to great employee training programs, G&A Partners can provide performance management assistance for workers who have fallen behind. For more information on the company's employee development programs, you can visit the company's website.

PEO Features

G&A offers small businesses a number of convenient, helpful services. Its HR services provide everything you need to manage your employees and hire new ones. It offers all the standard health plans, and its payroll software can track employee hours and complies with state and federal tax requirements.

  • HR services: G&A can handle all of your HR needs. Noteworthy services include development and implementation of HR policies and procedures. It also provides HR audits and investigation, employee discipline and termination support, performance management and training, and unemployment insurance and claims administration. These are standard HR services, but G&A goes further by also providing recruiting services, such as job sourcing, screening, job assessments, job description review and creation, applicant tracking, new-hire onboarding, and general recruitment services. • Benefits: G&A offers the standard benefits. Your employees will have access to health, dental and vision plans. There are also flexible spending accounts, employee assistance programs, short- and long-term disability, employee wellness programs, and benefits strategy development. Keep in mind that the fees for these plans are separate from the monthly per-employee rate. You can read more about G&A's benefits here. In addition to these services, G&A handles employee questions regarding coverage and claims. This is a standout aspect of its service. Instead of your business having to wrestle with insurance carriers, G&A can facilitate any questions or disputes.
  • Payroll: G&A provides basic time and attendance software, time and overtime tracking, PTO accrual, vacation and sick leave tracking, and scheduling management. It also offers a full suite of compliance and tax-related payroll services, like tax filings, wage garnishments, new-hire reporting and automated standard deductions. G&A provides a full-fledged payroll service on par with a lot of its competitors. You can learn more about its payroll services here.
  • Risk and compliance: G&A offers standard accident prevention services, including development of employee safety manuals, safety audits and inspections, post-audit safety reports and trainings, and onsite and online safety training materials. It helps you with comply with OSHA and provides workers' compensation. You can view G&A's full risk and compliance services here.

G&A can work with you to find the right training solutions for your business. It provides multiple forms of support, such as helping you meet industry regulations, building education programs for your employees and tracking each worker's progress. This variety is impressive. The three main areas are safety training, skills-based training and general HR training. The company can support both in-person and web-based training sessions to go beyond your basic training requirements.

Customer Service

We interacted with G&A sales representatives by email and phone. We set up a hypothetical small business to inquire about the company and what it provides. G&A offered personal customer service tailored to our business. The sales representatives were excellent – some of the best of any company we reviewed. They gave us all the necessary information about the services and an understanding of what our business would need from a PEO. They also gave us advice for our PEO search and didn't push us for a sale. Instead, they were cordial and supportive of our inquiry.

G&A continues to provide personalized support throughout your relationship with the company. You'll have a single client advocate who coordinates your business's services; this person can answer many basic questions related to your service and push more complicated issues to a team of specialists for the coverage area in question.

Another detail that separates G&A from some of the other companies we reviewed is that it's constantly analyzing its own customer service. G&A uses Net Promoter Scores to track your satisfaction with its services as well as its employees' performance. This extra step ensures that its services are on par with its promises.

One drawback to this company is the lack of mobile options. We could not find any options to manage your HR tasks on the go. This would be a valuable tool for companies spread out between several locations, or for those whose HR personnel is constantly on the move.

Another mobile feature that would enhance this service would be options for employees to access their pay and benefits information. Quick access to this information could save time for HR personnel who are constantly answering questions.
